Not being able tomput up 40 people for raid is always difficult even if game has 10 mil players :-) so u cant conclude anything on basis of that fact. Actually, it's not from another source. Every single article stating this 'number' cites "A report published by SuperData Research", so I'd take it with a block of salt.
