Given Dolmens randomnly spawn and that they're not soloable, you have to be in the right place at the right time to get them, and if you are then even with only on-level characters around they're over in a couple of minutes mostly .. none of my 4 VR level characters ever completed all Dolmens on-level due to this, on average I suspect they did at most 2 in a zone before out-leveling the place.

However... I have also seen VR12s jumping in and without any concern for the unfortunate lowbies around trying to get their freaking job done, starting spamming their uber skills one-shooting everything in micro-seconds. I call this a pathetic display of "asshattery".
On the other hand I have also seen powerful VRs, who are a lot more helpful and "compassionate", who while trying to get credit for their own achievement, will actually help the lowbies complete their task, either by providing healing support, using moderate dps so that the lowbies can get a few hits on mobs, gain and hold the aggro of anchor mobs, and so on. Hats off to those chaps!
In the end, it all depends on the person. Either you are a **** and act accordingly or you are not. "Increased power brings increased responsibility", but not when you are a jerk.
To further that, I can pretty much guarantee not one single person stays in any zone until it's 100% complete before moving on. I mean EVERY single quest, entire map white, 100% of the zone achievements (some aren't even finished within a single zone), etc. It could literally take weeks to months in one zone just to get it 100% including achievements, this is why players go back.david271749 wrote: »

Odd that the late vet zones still have no one doing dolmens or world bosses. In fact they are just as empty as they were pre nerf. So it appears difficulty wasn't the issue after all. Who would have guessed...

I completed those areas but didn't bother doing the dolmens as there was not enough players to help complete them, and I didn't want to pay 1900 gold on repair costs. I could not justify it then but now its a different story.

And it does not effect anyone else. Everyone there gets credit as long as you don't stand AFK. Get in there, hit something or throw out a heal. You only need to hit one creature in the event to get full credit for the Dolmen.
There is no Tag system is ESO as in other MMOs. Everyone gets full credit for the kill even if you only do one point of damage to the creature.
Edit: Many people will have optimized their path to max level and skipped plenty of content in... erm... traditional MMO fashion lol. So they will have plenty of achievements to catch up on.

I came back for some world bosses and bugged dungeons I missed. I'll probably be back for anchor achievements as well - do the generals spawn anywhere or do they have fixed zones? I don't know. In any case, I usually do it late at night specifically not to disturb lowbies. Not many people doing anchors at 3 am...
