I don't see how this is a "loop hole" when it's perfectly acceptable method of disposing of stolen goods and you don't get "full" value.
And nipping into a closed house to "lunch" on a civilian is not "Quick and easy" for vampires.
I think the "theft" thing will probably end up being more like the Thieves guild equivalent of Bounties from the fighters guild - so it's more a case of "doing the job and bringing it home" than random theft and then finding something to do with it. But maybe that's just me being logical.
