Grahtwood Quest

I still need to get a quest in Grahtwood to receive my Exploration achievement for AD. I have gone through this zone and thought I had done everything (I have the Pathfinder achievement). I can find no arrows indicating a quest.
The mission item reads "Help ease cultural tensions and reconcile the allies in Grahtwood" And it shows that there are 2 quests. Does anyone recall where to begin the quests? I can't seem to locate it. Thanks!

    If I remember correctly...
    On the roads near Haven, you'll will run in to some npcs having an argument. I do not believe there is a quest marker, but they will ask you to help resolve the dispute if you wait.

    Is that Peacemaker? This isn't a quest; rather, it's a random encounter (like Lightbringer, Crime Pays, and Give to the Poor). In certain roadside locations around Grahtwood, you may find a Bosmer arguing with a Khajiit who had eaten a flower, a Bosmer arguing with an Altmer who wants to lord over Valenwood, or an Altmer arguing with a Khajiit (not sure of the context of this one). You need to talk to them and pick an outcome.

    These events can be found randomly at the roadside (they're not always there, but I believe they have set locations). Places I've found them are just south of Elden Root on the road to Haven, and just by the junction to Laeloria.

    And keep exploring! I got my Tamriel Hero achievement a long time ago, but I am still finding quests I didn't do the first time through, and I thought I was being very thorough.
