This leads the weapons to be used as more of utility items instead of actual weapons.

It is a' hotbar MMO' . Look at the central lower part of the screen . That is your hotbar.

I believe that weapon attacks are already strong enough, because they're just weapon hits.

Bottom line is the weapons attacks should be what most people use to attack the enemies and the skills and spells should supplement, not be the main attack

Will never be the case with an action bar MMO, people will spam their abilities until they HAVE to auto attack. I do agree with blocking being bad for stam DPS same for dodging, they help it though by adding athletics to medium and blocking reduction for heavy. Melee wep's need a buff all around, to abilities and to swings. That should be the first step, then from there figure out how to make dodging,blocking,ccbreak etc.. better for stam builds.
I see what you mean about class powers being used in some cases more than light/heavy attacks, but when you use your weapon powers, you are using your weapon. I think once they adjust stamina builds some more (1.3 patch will help) you'll see even more builds like this.

I don't see how that matters in the scope of "using your weapon" whether you hit this button or that button. Whether it's on my mouse or hotbar, it's swinging my weapon IMO. I think light/heavy attacks are in a good place, I mix them throughout combat, and with the changes for 1.3 I think they will be in an even better place.
