Low FPS but good specs?

So I recently purchased this game but it runs terrible. On high I get around 25-35 fps with the occasional 15-20 drop. I don't understand why this is running so badly, my computer meats the required specs. Also, turning down the graphics does help about 5-10 frames but it should be running smoother. Also, when I go to performance in task manager and my CPU is only being used 40% and about half my memory. Why are the frames so low if my performance is so low?

Windows 7 64-bit
Processor: AMD FX(tm)-6300 Six-Core Processor
RAM: 8192MB
GPU: AMD Radeon R9 270x

Yeah, it doesn't run great for anyone...You probably still have time to return the game for a full refund.

You, and any other new players should just hold off until this game is out of Beta testing before you come back. The few remaining players in this game are masochists

They introduced a fps bugg 1.2.3 that strikes some computers chipset. In essecnse it becomes a trafficjam for some. It comes from theyre antibot system. And they have in a rare admission accepted responibility and say they are trying to fix it. But after hotfix 1.2.5 that solved the problem for some i have not Heard anything about it. It was not fixed in 1.2.6 and is not mentioned for 1.3 so it could be that the number left crippeld is to small to adress as big bugg and fixed as soon as posibly. we just have to wait and hope or do as some has and give up

With my rig I had been getting 75-99 FPS in low graphics intensive areas and 50-70 FPS in high intense areas. Now I'm getting 12-15 FPS I spent days going back and forth with support. The support experience itself wasn't bad as they had me test everything from drivers to clean boots, to sending them log files, everything to eliminate my environment as the cause. Ultimately they did acknowledge the problem is on their end, however it seems I'm in the minority. Since I went through the support process, they asked me to keep track of how many days the game was unplayable and they'd reimburse me for the missed game time. Here's hoping a fix comes out soon.

retry game after each following step

disable all addons
open launcher, repair (use settings button in the News Section)
disable sounds/music
C:\Users****\Documents\Elder Scrolls Online\live delete shadercache.cooked and usersettings.txt
C:\Program Files (x86)\Zenimax Online\Launcher delete Bethesda.net_Launcher.version,
C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game delete game_player.version,
C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\depot delete depot.version .Run launcher (should repair automaticly)
installed from dvd? uninstall game, use online-installer from account page (around 40gb to download.only if you have a proper internet connection with no limit)

Thank you so much. That helped a bit. I am getting 50ish fps on high now.
