Have you tried werewolf at a low level? I kept getting my butt kicked so had to wait till level 22.

doing it at level 22 is pretty impressive! Werewolf fight is more straight forward and one nasty fight as opposed to what I assume is a number of trash mobs (correct me if I am wrong)

I was in my 30s and it took me numerous tries to take out the mammoth.

I personnaly never have played a vampire character but I did the WW quest the soonest I could with my DK, wich was around level 18. I still had to kill the Frost Troll, and it wasn't easy at all to get past that damage and health regen. But it was very rewarding to be capable to turn into a werewolf at lvl 18.

So I believe if you manadge to do vampire quest at lvl 3, more powers to you.

It is still a solo instance, some people will hit a wall of brick when trying to complete it, if you can get past the challenge (even by taking advantage of pathing) I see no issue for you to get the powers of vampirism sooner.

I did the vampire at 11 and the at 16 with NB's (one magicka build and one stamina build). Both quests are both relatively straight forward at those levels. Vampire is a fair bit easier though due to the set up of the zone. There's more than one video showing how to get it at level 3. It mostly a matter of patience.

Vampire at low levels is exceedingly potent even only with drain. Pre-VR for PvE it's almost an I-win button for any mob you can drain. VR for PvE with devouring swarm it's still pretty much an I-win button.

WW is relatively weak (maybe its a lot better with a group of WW). A decent character build can be better at virtually everything. My stamina based NB in non-ww form has better burst, better sustain dps, better survivability, and better utility than it does in WW form, and that's not even considering Veil of Blades.

Currently if you're going to get WW, it's nice to get as far ahead of VR as possible. WW form used to be a substantial liability for VR content, although maybe that's different with the recent downgrades to VR difficulty.
