TBH I don't really care about killing/stealing for reward (unless it's a quest for the guilds) and simply may find myself attacking npc's out of annoyance instead (quit repeating the same gossip topics every two damn minutes!!!)

The same amount without working on this feature, as they are done by two different teams.
And 1 gold is better then 0 gold which those same items are worth at the moment.
If they make the rewards too high, everybody will feel as if they have t commit crimes even if they really don't want to. It should be a gimmick for those people that actually care about it.
It must be a precursor to Thieves Guild, Dark Brotherhood content. Didn't like those 2 in Skyrim that much, thought Oblivion handled it better.
Killing an NPC that deserves it ( evil type, wronged someone, self defence ) is one thing but murdering an innocent?

Have you ever even played a TES game before? The point of the Justice system is to bring ESO closer to an actual TES game than it is now, making an effort to deal with it being an MMO and not a single player game. I haven't read much on the justice system, but what's to keep a group of VR12's from treating every city like an overland dungeon. They start at one end of Daggerfall and work their way to the other end, murdering every NPC in sight. Rinse, repeat....
