A pet is a vanity item, nothing more. I have 4 in game and it's a rather silly and childish thing to get your panties in a bunch about, yes?
I think one of the main differences there is that it is offered as a permanent option.

Well there's 2 pets, a monkey and a skuttler. Neither are currently available.

That was given as an option if you wanted to buy ESO. That opportunity was given to everyone.
I wouldn't be so sure that you can't still get them.
