Blocking is bugged

I've been wondering why block will 'randomly' stop blocking for quite awhile now. After some 'extensive' testing it is very obvious that when an effect dissipates from your character, such as igneous weapons, igneous shield, any regen or buff, your block while drop.
This has got to be a bug.

ZOS_AlvinM✭✭Hi @Kiljaz. If you have adequate stamina your blocking shouldn't be impacted by active buffs falling off. If you have no stamina, though your character will display the blocking animation, when you get hit it won't mitigate damage.

considering the fact he tested it exensivly your answer is quite insulting.
you asume him to be very stupid apparently.
i have encountered that the block randomly releases as well. AND YES I DID HOLD THE BUTTON AND HAD STAMINA... really sad to even have to mention this..
waiting for the "please restart your game or use repair function" copy paste answer.
