Don't steal, pay your fines for a little 'accidental murder' and you'll be fine.
The player guards are only gonna be interested in the mass murderers with the big bounty on their heads, not a 5g petty larceny ;)

I'm not so sure about that.

Actually they could prob take a tip from old UO on this one.
-Your char is Blue then everything is normal and your safe.
-Your char is Grey then you have committed a few 'minor' crimes and the guards will want you to pay fines for a 'timer' duration then you are blue again.
-Your Red then your basically a bad person and it's open season on you.
Being First is not the prize, it just mean's everyone can stab you in the back.

I just hope they are able to keep their promises and implement it reasonably soon ( within a year preferably)

Yes i like presented ideas. Still i have to say that zos from very begning have great ideas but execution is in lot of cases at least debatable. Time frame in which they will implement all this is big question mark and priority list as well. In my opinion lot of things should have priority over these substantial changes - like game performance,
    - stamina/magic and clas imbalance....

There is no "under water" in ESO. I've glitched below the water surface several times and there is absolutely nothing down there.
In fact, there's not even water down there.

You can just walk for hours without drowning.
Also, you can walk under deep water without ever getting attacked by slaughterfish, which allows you to just walk off the map completely.

The game has no logic what-so-ever with regards to anything "under water" ...
    ;-)

As with almost all of the new MMO's now... Seem to avoid creating an underwater so they don't have to do underwater dungeons. FFXIV doesnt even have swimming at all.

Maybe they just don't know how to. Age of Conan was the last MMO i played with some pretty damn good underwater graphics. Cannot be reproduced apparently.

Hmm. Well, WoW tried it with Vash'jir; it's really too bad they scrapped the end-raid for that zone, really. An underwater raid would be interesting (especially in LFR, heh.)

But the reaction to it was kind of mixed; visually, it was awesome. I even found it more fun and interesting than Hyjal, even if it is a little more railroaded, quest and story-wise. But sometimes folks had problem with the three-dimensional aspect of underwater combat. I even had difficulty with that on some characters, and I can't see distance or things like that IRL, so it really shouldn't have been a problem.

I don't see WoW trying this again, and I doubt other developers will try to out-Vashj'ir Vash'jir, if it seemed like it was more trouble to make than was appreciated in the end.

Adds a level of difficulty and dimension to combat that most people cant handle... Hardcore folk should want it.

I liked Vash'jir. It was fun as hell, and the world bosses floating around added a sense of danger (the giant whale and the serpent). Dunno if they did any more with MoP or plan to with the one after that.

But youre right, they probably wont. People dont want to design underwater stuff anymore. I heard there wont even be anymore flight mounts/areas in WoW anymore with the next expansion.

After the panel at Quakecon we got tons of new information about ESO. Many amazing changes coming.... new zones and new races, new AA systems etc.

    Are you pleased? Vote now!

But i dont think even 50% of those things will ever hit a live server before they go the route of SWTOR and a freemium game with pay for DLC content . Also i beleive we will see a full blown cash shop with gambling Itemization purchases by early next year . That was a lot of wind and very little walk in this next patch.

I'm nowhere near hardcore, and I enjoyed it well enough. I especially enjoyed the BattleMaiden story, where you got to play as a spear-chucking Naga.

MoP has a bunch of rares/rare-elites wandering around Pandaria, with nifty little rewards; I was farming them on my enchanter warlock for the garbage blues and occasional purples they drop; at level 90, they're nothing but disenchant fodder. But sometimes they'll also drop sacks with a stack of crafting mats. Oh, there's some sort of super-strong shark that patrols the southern shores that I ran afoul of once.

And yeah, there won't be flying at level cap any more; at best, you can get it once a zone becomes obsolete. Rather than integrating it, or implementing flying mounted combat for PvP servers, they'd rather just say it "trivializes questing" (because you could skip garbage mobs in Cata) and be done with it. I'm not sure whether it's laziness, or a determination to turn WoW into nothing but a boring, TI-style shooting gallery.

IMO, ESO doesn't need flying, because it has phasing; I can just walk past those guys I placated/through the town I rid of bandits, because the mobs are now placated or gone. I don't need to fly over the same old same old mobs that won't go away that I killed a thousand times while stuck on foot.

Ide say this is fair. I hope this isn't how things turn out but eh a lot of what they talked about seemed like just too much work for them to actually get it done in any reasonable amount of time. That being said if they have been working on all of this the whole time rather then rebalances etc or at least focusing most of their energy on it then maybe they could get some of these changes out soon? Rather see the rebalances first though personally. I hope they don't go this route but there have been signs pointing to it. For now I am still enjoying myself but will be watching and waiting.

Most of them. But I'm iffy on the justice system now, if it restricts free world looting.

It should have been left restricted to pickpocketing/murdering fluff NPCs.

Not looking forward to clicking on a crate and seeing a big red "STEAL" on some honeycomb.
Its been that way in every ESO game, its more realistic, you cant take anything you look at.

You mean TES - and since Morrowind, at least, you could use console commands to change ownership.

MMOs are a little different than single-player computer games, though. The idea of "stealing" from stuff that you've come to understand is for you to grab for crafting purposes kind of is too RPG over MMO. And I'm an RPG person - I just feel the difference.

Fluff NPCs are one thing; random crates and stuff, meeeh. No. Not in an MMO.

I'm not so sure about that.
you walnt be flagged for kos until your bounty is exorbitantly high, so petty larceny is really no issue, unless your a massive repeat offender, then you might go over the bounty limit, then I will hunt you and teach you the errors of your ways.

All this new stuff looks great but not if I can't use my Stamina based builds with Heavy armor & Two-Handed Weapons because that's my play style and that's the only thing I really enjoy.

They have already made multiple comments about stamina builds and the heavy armor tree.
