The warlock neck, ring, ring combination is the best leveling set bonus in the game right now. What I want to know, and what still hasn't been answered, is are sets such as warlock now going to require 5 pieces to give its best effect. Currently you get magicka flood with 3 pieces of the set. Will magicka flood, and others like it (for example, night's silence takes 3 pieces to get the sneak speed bonus) now take all 5 pieces before you can get these bonuses, which again are currently obtainable with 3 pieces.

Interesting because I read the same link as you say you read and on Page 4 on the thread there is clearly a picture of the Warlock set which shows they moved Magicka Flood to the 5 set bonus. And everyone else here has fully answered that you can in fact still use multiple 3-sets as you see fit after 1.3, there's only a couple that had their seriously OP 3-set bonus moved to a 5-set bonus. In case you still cannot find it in that thread you read, here's the picture for you

I wish they'd add long, tedious questlines to acquire crafting access for drop-only set items. That way I won't be forced into inferior quality light armor with a superior set bonus instead of my shiny paladin armor...

first off most MMO and dnd games only ever allowed you two rings and an amulet (as far as I know).
Second off there are a lot of special crafting areas in the wilds that let you craft with a bonus to the sets.
I really don't see what the big deal is, you should only get full bennys from a set from having the "full" set.

might just be for crafted/PvP gear, haven't seen anything for drop sets.

You missed the point completely.
I am fully aware hidden crafting stations exist (and have discovered them in all 15+ zones, by the way). But crafted set item bonuses are completely different from dropped set item bonuses. Most of the different sets can't be obtained in ANY way through crafting, only as random drops. Most dropped set bonuses are better than most crafted set bonuses. The set I was using (Warlock) is drop-only.
As a VR10 I'm still using the Warlock 3-piece jewelry set. Jewelry cannot be crafted, and the Warlock set cannot be crafted.
The Warlock magicka gain bonus is currently obtained by having 3 pieces of the set. On the PTS, this bonus has been changed to 5 pieces. In order to get the current 3-piece set bonus, I will need to have 5 pieces of the Warlock set. To get the bonus I want, I will have to give up 2 of my crafted heavy armor pieces and replace them with 2 dropped light armor "Warlock" set pieces to get the bonus I want.
These dropped Warlock pieces are the wrong armor type (light), have the wrong racial style, have the wrong trait, cannot have enchantments replaced, and are weaker than crafted armor. (Crafted pieces always have a higher armor value than dropped pieces.)
The issue is NOT that I will now need 5 pieces to get the full bonus. The issue is that I don't have control over any of the characteristics of the drop-only set items.
I want to either a) be able to craft gear with the current "drop-only" bonuses (with these hidden crafting stations preferably locked behind something like 10000 achievement points, a set unlocked per every thousand hours /played, or something else most people will never get around to doing), or b) be able to get my desired set bonus from jewelry alone, as I have been doing up until now.
Did I clarify sufficiently?

We only have 3 jewelry slots; 2 rings and 1 necklace. But, having ten fingers, I have room for at least 10 rings instead of two.
