Combat Log Statistics hasn't had an update for 3 months now, with no word from the author. One of its tabs returns errors, and no longer works. Expect the rest to stop working well eventually.

Recount just got updated 2 weeks ago so it may be the better option as a standalone dps meter.

What should I fight to get a good baseline so I can work on improvement?

If you want to practice for PVE dps (quite different from PVP dps in my view), go to one of the overworld bosses in Craglorn when there are 20+ people fighting the same boss and competing for the XP. If you are not healing, you will only get the XP if you are among the top 12 damage dealers during the fight.

Yes I would kick the sorc pulling low numbers you are there to dps not to heal. If the healer is messing up then they should kick him

Yeah, if DPS character is having to heal when you have a dedicated healer in the group, that's a problem. That being said though, I can't tell you how many pugs I've been in where somebody stands in some high-dmg AOE and then complains about heals.

Glad you mentioned that. Nothing is more irksome for a healer than to watch members of the group just stand in telegraphed areas and take damage or having a tank that doesn't block.

I don't rely on recount anymore because it counts spell symmetry as incoming and outgoing damage. Also, you can't set a time-out to stop the clock when you stop dealing damage, but are stuck in combat (happens way too often). Recount also includes all damage done to all mobs in the whole fight, when we are usually concerned with single target DPS against the boss. Most players I raid with are using FTC. Whether it's more or less accurate than other solutions isn't as important as the fact that we are comparing results using the same tool. FTC has a feature that let's you key-bind a function to copy your last DPS results into the chat window. This is good fun for players and is only used to help everyone get the most out of their builds.
