Thalmor do not walk randomly. Our sense of duty is [enter compliment].
Is it plastic magician association hunting him? My imagination runs dry when it comes to trivial characters and their abilities. What would make him change locations? Well, in fact your idea is great. This would make me re-visit old locations. Gathering rumours about his whereabouts.
