Because they didn't write one? You imply by your words that it is kinda an expected thing. There are a lot of pros and cons to a company putting in voice chat. So far zos thinks the cons outweigh the pros assuming since it's not in and this was discussed many times. Most guilds run thier own and pugs generally don't use chat

Prob best to jump to a console in 2015 if you want consistent voice chat while playing this game. I don't see it coming but there are other third party clients that run. Prob best to join a guild for PvE

WoW didn't have in-game voice chat until the very end of Wrath. What was that, ten years in?

I do agree in-game voice chat would be nice, for people that don't want to install 3rd party software or constantly guild hop to stay in one with active members that have their own.

Because its a waste of dev resources. You want this game broke even more (look at lighting patch)?

people are already whining about bandwidth usage when it comes to patches and client size
voice chat would mean more bandwith usage... more things to go wrong ...

theres buckets of good voice chat clients out there, mumble, vent, ts3 ....
all stand alone, fully customizable and with no additional load on ZOS support

Actually it had it long before. People just didn't enable it

    Yup 2.2 in 2007
but it was easier to use teamspeak or what have you
same goes for lotro for example.
it does have voice but most people prefer to use a dedicated voip system

When Blizzard added in-game voice chat to WOW, nobody ever used it, and they later said they wished they hadn't done it because it was a waste of development time.

We didn't use it because it was horrible. Evechat in Eve Online was at least respectable, but still not as good as tried and true VOIP like TS, Vent, etc.
