PVP Population Bars

These need to be reevaluated. At 1 bar (low pop) that could be anywhere from 0 people to 50, med 51 to 100 etc.. . Why is 0 even an option for low pop? 0 is no population. Please change the bars to reflect the current ACTUAL population please.
