VR Monsters - Is the bug with Craglorn/Cyrodil or the other veteran realms ?

I am VR7, and having spent the last few weeks fighting through Veteran Daggerfall and Dominion, I just spent a couple of hours doing delves and other PvE in Cyrodil. The difference, especially with melee monsters, is incredible, I haven't done Craglorn, but it sounds like my Cyrodil experience.

Now, I know which I found more enjoyable, and involved some challenge, but far fewer deaths, but one of the areas are clearly bugged if veteran monsters are supposed to be consistent in difficulty.

So, do the Veteran Daggerfall/Dominion monsters hit too hard, or do the Craglorn/Cyrodil monster hit too softly ? Or are they supposed to be completely different difficulty levels ?

    The mobs in the VR1-10 areas are completely broken.

    Test the damage you are taking from their light/heavy attacks while wearing your armor (whatever it is, best if 7/7 heavy) and compare it to the damage you take naked. It seems like trash mobs got 90% armor penetration.

    You can also test the damage increase and effectiveness of things like armor penetration or skills like Ransack that are supposed to steal armor and give it to you. Mobs in those areas dont seem to have normal armor values (or none at all) neither.

    So, they dont give a damn about your armor as they just slice through it like butter, plus they seem immune to the same strategy.


    This only applies for VR1-10 mobs. The rest of VR mobs like the ones from veteran dungeons, craglorn and cyrodil all seem to work perfectly, wich makes for a far easier time.

    I used to fear VR-7-8-9 flying trash mobs. The first time I came to Craglorn and was attacked by 3 flying mobs pack I was shocked how easy I put them in the ground while not even being near to be killed.

    I agree with @Archaon . The VR mobs in the VR 1-10 zones have an exceptionally high armor (and health) level while being able to apply insanely high amounts of damage immediately. The mobs in general have many of the same abilities as players do; but whereas many player skills are DoTs, the VR mob skills hit instantly for the full amount (and often for amounts that far exceed the total DoT amount for players. VR mobs, in general, are exceptionally overpowered right now.

    Absolutely, it's definitely different in the VR1-5 and VR6-10 zones from Cyrodil and Craglorn.

    So the question is, which of the following statements is true, in the view of the developers, as one must be:
    1. VR1-5 and VR6-10 zones are overtuned.
    2. Cyrodil and Craglorn as undertuned.
    3. It is deliberately the case that PvE in Cyrodil and Craglorn is much easier than in VR1-5 and VR6-10 zones.

    I would very much like to know which statement is correct, in the eyes of the game developers. Clearly 1 or 2 would be a (probably easily fixed) bug, whereas 3 would not.

    Additional info to support the hypotheses above:
    1. VR9/10 storm atronach mobs have 15k+ HP, VR11 mobs have 9k
    2. VR10 2H humanoid mobs break CC and become, subsequently, immune (haven't tried on under VR10 or VR11 yet)

    The latter is the case for all vet 2H I think, enjoying the same in vet 8-9 areas.

    Vet 10 Atronach sounds even more cuddly than vet 8=P Those had like 11k health I think.

    On the actual subject - I haven't actually quested in Cyro yet(tho your post greatly inspired me to do so, tired of popping soulgems like candy), but I did try to run around in Crag, just to explore a little bit. Now obviously everything of interest there is group-tuned, but just random trash? They're like nothing compared even to vet 5 mobs, not to mention vet 9. ...bah, I don't even want to talk about it any more. Vet is broken and dead but no one cares enough to even tell us SOMETHING>_<
