Unable to play in Cyrodil. Since patch, it is completely unplayable.

Topic. Game has ran smooth all the way up till this patch. Now, I cant be in cyrodil for more than 15-20 minutes before I get the slow jitterscreen lag performance. I turned all settings down to low, setup eso in my taskmanager to be above normal priority, disabled all non essential startup programs, Removed 4 large games from my system that I no longer play, Defragged my system (took an hour) Did the whole ipconfig/release steps in my cmd box, And I still cant play for more than 20 minutes in cyrodil before it gets very Choppy. I also get the same choppy game experience when I try to do Burial sight runs with about 12 people. The casters/Aoe damage just wrecks my performance now.
Sent a email to them to get it worked out and still waiting on a answer. Here is my DxDiag report. Can anyone please explain why AFTER THIS PATCH im not able to play the way I was playing before? It doesn't make any sense. What happened?

✭It is not your system; it is the patch and the game. Exact same thing happened to me: no problems before patch, constant problems after.
I love the game, but it is really, really annoying to have to keep quitting out every 20 minutes.Templars are 'just slower... by design'
