You are correct. The PC version of ESO is nothing more than a Box Sales and Subscription to beta test the Console release. The fact that the Console release was canned for at LEAST a half a year just a month after ESO PC launched proves the point.
If Z/B had any integrity at all, they would have suspended the PC subscription charges until the game was finished enough for Console release.
But, they have zero integrity.

Beta tests are just for show it seems. No matter what is reported or commented on the only things that get fixed or ironed out are what the devs think matters.
Advice be damned! This is why bugs that are reported in the beta are still broken at launch. They can't be bothered when they are shoving the game out too fast.

Now that I think about what you say...its terrible. I completely agree with you. Its true, at least if you are in beta, means they will listen and the game will get better. What happens here is that the same bugs continue existing.
Have you ever played an MMO out the gate, they are all this way without exception.
