I get a big kick out the perverse attitude needed to play a vampire well. "Recover, what's that, I'll just take yours."
I am not sure how useful for a DW+Bow NB but extra 100 health over 8 second doesn't do much. For a siphoning based NB I would say it does nothing at all. Actually none of the regens do. I just load up on reduced cost,increased damage and armor/resists.
At VR12, my health recovery is 8 due to stage 4 vampirism, and it has no adverse affect on my gameplay.
I will say though that it is pretty handy while leveling. I always use three pieces of Vampire's Kiss (50% health regen for 8s after killing an enemy). It's very nice when you don't have a lot of HP. Make's leveling easier for me.

helps when moving fro mob to mob or through groups. Just means less down time between but if you get down to very low health there are lots of mechanics that recover it quickly anyway (mutagen etc) and if they don't help they you are dead either way. so it would be the last stat I would be concerned about soft capping

At stage 1 and 2 its overcharged at 59. The difference is noticeable. I couldnt imagine a recover of 8, thats insane, it would take you several minutes to recover a 3000 health pool like mine.

Perhaps, but that implies said NB is either running with a healer or using a resto staff.
In combat recovery is important as well, especially in a prolonged thinkers battle that lasts a while.
