OVERVIEW
Welcome to The Elder Scrolls Online v1.2.3. This version contains our second major content update, the introduction of the new Veteran Crypt of Hearts dungeon, as well as many other fixes and refinements to gameplay, quests, and more. We have also added a new FOV slider for first-person view, and improved the overall interaction with the world.

The actual bug was with DOTs that was already applied to targets when you entered stealth. The damage ticks of the DOT were breaking the stealth, which wasn't intended.
(there was also the issue that DOT on yourself broke stealth)

Its supposed to be on top of the recovery, but I'm suprised that was pushed into 1.2.3 if it was in those notes. Notes now gone because they were posted too early btw :P.

Health is still 2.4%.
Stamina and Mana dropped from 4% return to 3% return.
Will this make the Bow more viable in the VR levels? I really want to play a bow guy, but the horror stories have kept me away.

I've been playing a DK archer up to VR 6. It's challenging and sometimes I need help taking out certaian bosses, but it's playable. Of course it's nowhere as easy as playing a staff/robe type.

We sorc level now, and we didnt even need light armor to do it!
My tornadoes buffed by saps were doing crits of 650 (higher against really low health targets) just the other day. With the lower stamina cost on a magicka heavy build fueled by magelight + armor pen enchants, a DW/Siphoner NB is going to be serious now.
We are talking 50+ weapon crit WITH 45 spell crit. And being able to use two pools to dish the damage on equal footing.
Some fancy footwork and only blocking when NEEDED, and there ya go.
Never said NB is gonna be easy mode, but its going to be full on viable.
The only change I am probably making to my build today is I am going to put on two more pieces of Night Mothers Gaze somewhere for the extra 5 Spellcrit on top of the armor break from the 3 piece set bonus.

It was definitely in the notes cause it caught my eye but they did push them before they was ready so maybe it wont be in the revised notes. Thanks for clearing it up tho.

Which, like the first adds new content aimed and the vansihingly small minority who are able to actually play it .. like your friends in Entropy Rising.
For the rest of us, the vast majority, there is no new content this time either.
