It requires 2 actions to fire, 1 to arm, then left click to fire.
Personally don't like it either. There is no reason for it since this is a mouselook locked game. It should simply fire off where your aiming.
Perhaps the guide mode could be the default, for noobs. Then have a gameplay option to disable it.
Though if your really pro, you can actually just macro it into 1 keypress anyways.

Like with every other ability.
If you use another ability while (even last 0.0001 sec of) the animation of the last ability is still playing, your click/push is IGNORED by the game (unlike other online games which have a few hundred miliseconds "queue" - lag tolerance - 200-600ms of "memory" which will remember the ability you've pressed and perform it right after previous one ends). And you have to click/push again.
Well, it feels way worse if the ability has a casting time (like Uppercut), and you realize one second later that nothing's happening, have to push it again.. you lose 2-3 seconds and get beaten in the process..

This happens with Volcanic Rune too, which you have to place on the ground. If you're coming out of noncombat and hit it, you unsheathe your weapon and continue as if you'd never q'd it.

I understand what you are saying, and it's not just a problem with staffs, but all abilities. As you said, there should be a "queue" for abilities, as in other games.
This game doesn't officially have a GCD, but it does have one in actuality, it's just that they achieve it with animations instead of an actual GCD. Since this is the case, they should at least make it behave like a GCD system would in any other game, and have a millisecond "queue" for abilities. Waiting for an animation to end before activating another ability actually causes a greater delay between attacks than you would have with a proper GCD system.
If you are having issues with not being able to have a staff fire off an ability as it's coming out of the sheathe...leave it unsheathed?

All I can guess from the OP is that he is talking about when you have your weapon stored. Like it is on your back instead of armed and ready to go. You have to click once to get the weapon ready and then again to actually fire. I noticed this a lot on my NB when using cloak. If my weapon is in the stored position he will take an extra second to get the weapon ready then it will cloak. Once you are in attack mode there is no delay just the initial attack.

But the thing is that there's a disadvantage to having your weapon sheathed: it takes longer to initiate an attack or use a skill. That's to balance out the advantage of having your weapon sheathed (ie. that you move faster).
