Am sure this has been covered to death but here is my 2 cents, I just opened a ticket for this issue that has quite honestly been the only thing that has brought me close to un-subbing, frankly if it weren't for my commitment to my guild/guild site I would have. Here is a copy of what I sent ZOS, would love to see how you guys feel about it.

"I am veteran rank 9, I have guild members around the same level, I want to go to the VR9 zone to do stuff with them but I can't because I have not completed the quests in all the Aldmeri Dominion zones required for the Cadwell's Silver quest. I am struggling very hard to comprehend why in the hell you would lock people out of content unless they finish what should be optional content. I do not, DO NOT!! want to quest through AD or EP on my DC toon especially when it is now much lower level than me.

I tried to bypass this by simply using Travel to Player but even this doesn't work, why would you guys think it is a good idea to force people into content they don't want to do? Why would you punish and prohibit players that just want to explore and do things like delves and dolmens? I have been playing games, MMO's in particular for most of my life and this is quite honestly one of the absolute worst ideas I have ever seen. I love this game but stuff like this makes me want to rage quit. Please unlock Vet content ASAP."

I tried to bypass this by fast travelling to a wayshrine that unlocked while I was grouped, it didn't work, just gave me a message (after the animation) saying something like "Fast travel cancelled because you have not unlocked this zone" but it did however charge me the 1k gold. Am pretty pissed off right about now.
