I DO all the time, I use a Stamina build that relies on Stamina but actually has very balanced stats. This makes it VERY hard for me to get anywhere close to soft cap for Stamina so when using my Stamina build I don't have as much Stamina as I would LIKE but it works for me quite well and I use Stamina abilities as well as block, dodge, stun, cc break.
I just make sure to use my Stamina abilities sparingly and after uses of block, dodge, stun.
Also Stamina gets a cost reduction on each weapon. Should try doing a little research if your gonna complain about something you know nothing about.
Now, I may not agree with lowing the CC break cost, I do think that they need to help stamina builds so they shouldn't have to walk on egg shells thinking if they have the stamina to attack or need to hold for CC break. Magicka builds don't have to make that choice, they can attack and still have that stamina for the CC break.

Ok did you factor in the other percentages
Medium Armor - -7% Sneaking, -4%dodge roll
Heavy Armor - -20% Blocking
These seem like some pretty damn big factors.
