Given 99% of the Snow Elves are dead or have devolved into the Falmer it wouldn't make lore sense so I don't see it happening. Likewise, the Dwemer should never appear as they're gone at this point in time.

Um, the Snow Elf chancellory of Dawnguard Expansion was huge, that 1% of the population would be in the Hundreds if not Thousands. Not saying they would be a huge factor in the faction politics, but big enough to justify a few characters with quests and special armour/weapons.

Dragons are dead at the minute, except for a few in hiding, besides someone said they are already in the game.

It'd be interesting to know your source on who said Dragons were already in the game. It has been mentioned many times that Deadra Titans are substituting for Dragons, or that Paarathunax is a possibility of being in the game when Throat of the World is unlocked, but if someone said Dragons were in the game, that is very false.

I'm pretty sure you meet two Snow Elves in the Dawnguard Expansion, one of which is a vampire. I simply threw 99% out there, it's more like the whole population minus 2.

That's Fourth age though. The Chantry could very well be completely intact today. I'd like a playable Maormer, for now I'll make do with their uniform I got in Greenshade. Although...Is there even a single friendly Maormer that persists after a quest? Even prisoners seem to vanish.

Every faction seems evil to a different faction. In the Ebonheart quests, they portray the Daggerfall Cov as being an evil invading army, who are necromancers and raising the dead. Yet if you play Daggerfall, a different faction is portrayed as being the evil ones. It's all a matter of perspective. The Maormer would absolutely be a great candidate for a new race.

The Sea Elves, capable of lightning magic at an increased rate, destruction spells could be increased with the Maormer as a playable race, you could start off at Pyandonea and choose an alliance to join.
