Eso Launcher PLAY button greyed out cannot create a character

I am posting fully aware of other threads I've searched for looking for some answers to fix this issue, I have done the following things....

1: I have ensured that the Usersettings.txt file has been created and I have copied paste into the file I made all of the text that is supposed to go in it. Also the file is not in the LIVE folder as I do not have a folder that exists named "LIVE"

2: I have ran both the Launcher and ESO.exe file as Administrator and I've also went into properties to select this feature.

3: I have updated my Nividia Geforce GTX 650 drivers and ensured I have the latest and greatest version of Direct X 11.

4: I have repaired the Launcher 6+times with no good results

5: I have uninstalled and completely reinstalled the game cleanly twice unable to get past the PLAY button on the launch screen.

6: I don't have any webroot or any antivirus installed on my computer and have never had the Firewall on during my installation OR while running the Launcher or client.

7: I have attempted to select uninstall ESO from Mycomputer/programfiles/Zenimax/uninstall and then go to the ESO website and download the game client while still having all of the installed files on my computer.

I am wondering why an issue that has been unresolved since early stages of Beta and second wave of Beta cannot be resolved ? Several people I see have been having this problem since Beta and the most recent post I can find is April. I've purchased the game pretty pissed about the fact that I have not been able to play it since buying the game and paying my 60$ for it with the addition of paying the 15 dollar fee for a monthly sub. My computer runs any other game, and it seems to be an Elder Scrolls online issue not a PC one. So with the other threads not solving my issue it brought me here, has anyone found a solid fix on this besides Usersettings.txt file or running as Admin those are the two most common responses I can find from either the Devs or other users. And above I have stated all that I have tried.

    I had this once, here is what i did.

    Uninstalled every folder i could find from zeni/bethesda
    Downloaded the file for the game ( i have the digital version, not sure if this affects it in any way )
    Installed it on my F: drive and moved all the folders to C:
    fired up the launcher and deleted my .exe file, ran a "fix" from the launcher and after that i could play.
    never had the issue since

    Whatever happens i sure hope you get your issue resolved cause its a pain not being able to play the game you payed money for
