I Don't Understand This

I've noticed that a lot of mmo forums have become like this post indicates from a GM:

This thread has been locked - the opening post is a violation of our ban on "Naming and Shaming," and much of the discussion that followed was trollish and baity. None of this is appropriate, and we urge everyone to familiarize yourselves with the forum rules.

I don't understand why they need to stop "Naming and Shaming" if someone points out another players misconduct. Or in a pvp match they decide to post the name of the person that was ganking them over and over. Are we all so overly sensitive that we can't take criticism? Or is this just a legal thing for Zenimax, in case someone tries to sue them for being "Cyber Bullied?"

    It's their community to moderate. They don't want players arguing with each other here, or people getting accused of things they can't answer (because they aren't here). Which is fine.

    So... naming someone based on someone's definition of misconduct which could as well be wrong... just follow the rules...

    While we understand that players want toxic behavior to be punished, however shaming a player on a public forum is not acceptable. There are tools in-game to report misconducts, such as the /help or the reporting button.
