THE PRISMATIC CORE QUEST - BUGGED?

Hi chaps,
I was trying to follow one of my quest markers for THE PRISMATIC CORE quest. It leads me to lighthouse in Auridon but I can not find the npc or the quest goal. I found some reports on the forum form nearly month ago about this but I would imagine it would be fixed by now. Am I being blind? Or is there something wrong with this quest? I reported this but I have no idea how to track my bug reports (I reported a fair amount and I would like to track Zenimax progress on fixing those)?
