Deprived of skill points for Cyrodiil intro quest

There are two ways to do the "Welcome to Cyrodiil" quest.
One way gives you 2 skill points and some alliance points, the other way gives you nothing.
There are absolutely no explanations of the consequences of the choice.
Basically, it's the same as an option to skip Wailing Prison with a new character.
Except you do get the skill points if you chose to skip the starting area.
I believe it's a bug, a character progress issue, that requires attention of the developers.
Please confirm that this is not working as intended and going to be fixed at some point.

Empu✭✭When you earn ranks you get skill points, sounds like this would be the issue, since if you skip the quest perhaps you miss out on alliance experience ?0

So you want to say that I got 3 pvp rank when I completed quest? I did these quests on beta and earned 1-2 skillpoints. Question: these skillpoints from compliting quests or from ranks that I got from quest (sorry for my English, I hope you understand). But on live It seems that I accidentally canceled it and can`t do it now. May be someone knows way to get Welcome to Cyrodiil quest?@Nortar
The quest doesn't directly award the skill points. It awards enough alliance points to gain the first two ranks, that is where the skill points come from.
