Yeah,but at what level did you get that?
It's in Stonefalls and im in Ebonheart Pact so i started getting it at around level 12 but you can farm the dagger at ANY level all you do then is make sure you have you blacksmithing so you get maximum materials from deconstructing and deconstrut the daggers.

I was doing it last night it spawns 95% of the time after re logging no nerfs maybe to the deconstruct rate but not the dagger itself.

Strange.... I'll check later and see if the same happens for me but it was working the other night and there hasnt been a new patch...

Ahh that explains it, I'm on Xbox One it probably has been patched on PC for a while. It's still working on the console version because they're still new.
