Bugged quest line- shadowfen

So this Argonian NPC behind me, even though you can't see it with the screenshot I took, has the ally icon over her head.

(Area is south of Hatching Pools)

I have no idea why this NPC has it, but I am missing 2 quests in the shadowfen area, and this bug could possibly be impairing me from completing it.

I've had that happen. It's nothing, and I have 62/62 quests in Shadowfen.
