It is a numbers game...MMOs are a herd of cows that are milked at every moment of every day (except during shutdowns). If you think any MMO can afford to hire the amount of human staff needed to deal with this situation then you are not grasping the economics of just how much time and money would be consumed. The only way to make the system somewhat viable is to integrate automated systems that catch and ban bots as they pop. Unfortunately it would appear that this technology is still being worked on by ZoS and has had only partial success so far.
