Simple question, why can't I change my avatar on the forums, I go to the change avatar option, or add profile picture, it says select and EVERYTHING is grayed out. Then I do go down to the one I wanna pick, click, hit confirm selection, and it stays the ESO ring.....am I missing something?

Well when I did it, i had to click on a button at the bottom of the page.
Some people have said try double clicking on the picture.
Try both or a combination of the two.

    Hope this helps.

Right just tried it again, restored it back afterwards.
in profile click on your portrait (the change picture text at top)
Click on the picture you want, pictures should clear when pointer is over them.
Press "Save Changes" button at bottom of page.
If picture hasn't saved, repeat last two steps until it does.

It is a bit buggy, but repetition seems to help.

If it still doesn't work, not sure actually, because this is the CS section, can't see anywhere else to go.
