Reaper's March - Arenthia town bugged

After the patch, my Arenthia town in Reaper's March is reset meaning none of the shops are usable such as the Arenthian Steeds & Coursers. Additionally, the 'Colovians' that I drove away in order to unlock the town are back.

When I exit the town zone, I can see the person at the Steed just fine, however once I enter the town zone, everyone disappears and the Colovians reappear.

What is this sorcery? See attached screenshots. Can anyone from Zenimax comment on this?

    ALso I have this bug where there are no usable merchants or work stations?

    Still no stablemaster at Arenthian Steeds and Coursers.
    It's been a while since I did the quest, so I don't remember whats inside the town anymore, but I do have red badguys walking the perimeter.
    The problem with society these days is that no one drinks from the skulls of their enemies anymore.

    Same problem. Came back after 7 months and the town is reset, I cannot see any other players or vendors/crafting stations.
