As a Vampire (or werewolf) you can turn someone else into one once a week, so there's not exactly a huge overflow of them
ZOS fixed the exploit and now the exploiters are upset that they can no longer exploit.

You must play PvP a lot, or be Lvl 40+. I just hit level 30, and do solely PvE, and I don't believe I've ever seen a vampire. I still see quite a few players, so it could just be that their skill line is more popular among those who play in the areas you do.

Don't worry. After this incredible class nerf, the vast amount of people will cure their Vampirism. It'll be exciting to see where the nerf hammer goes next.
