Can you put a 2nd enchantment on items?

I had watched a youtube video about various ESO things awhile back that claimed that you could put a second enchantment on an item if it was at least purple quality and had a lock on it's first enchantment.

I wanted to know if this was true?

    The LOCK means you can not change the current enchantment, you don't even get the option when you click on the item to ADD, its just missing.

    Personally, I want to see 2 handed weapons changed to allow 2 enchantments, but that may never happen.

    Where does it say this as to be honest I see a lot of speculation with regards to a lot of things but very little proof.

    As far as I've seen to date elements can only have a single enchant.

    Its pretty easy to see for yourself. Do you see a talent anywhere in the enchanting tree for dual enchants like you did in the previous games? No? Ok.

    Plus, if it were crafted, it would say CRAFTED at the bottom of the weapon info.

    You can also google it if you still dont believe me. The double enchanted weapons exist in veteran levels. They have (for example)...

    +42 fire damage
    +42 unresistable damage

    Someone linked one of these earlier, was impressed as the unresistable damage enchants are usually lower than elemental ones.

    I can also confirm that starting with vet dungeons u will get bound weapons with dual enchants. It can even be 2 enchants of the same type, there is a +84 fire dmg bow.

    I was also confused, since from all i know dual enchanting was removed after beta and all my test on all purple gear confirmed this, yet i now have like 5 different dual enchant vet dungeon drop weapons on my bank.

    So atm the best weapons at least come from vet dungeons and if u prefer crafted set bonus over drop set bonus depends on what u like. I personally think that most trait 1-6 sets are better as drop and only some of the trait 7-8 are nice as crafted set.
