Horrible POP-IN issue

I'm having a horrible issue with POP-IN.
This is especially bad when moving fast in a city area. It takes a long time for houses, bushes and at times even ground to be loaded in. This causes me often to run smack into invisible objects, fall through stairs and bridged or most annoyingly fall through the entire word.
This does not improve when setting the graphics setting to very low.

Am I the only one who gets this issue?
Are there some settings in the ini file to improve this situation?

    What king of SSD/HDD is your ESO game installed?
    It looks like your system is having a hard time rendering the files.
    Full specs and ISP would help.

    I figured as well, that this feels like a disk performance bottleneck issue, but the disc isn't reall that bad, is it?

    It's you single-core speed that's killing you, some of the threads of ESO stresses a single core. Don't think is the disk per se.
    Here's some tweaks:
    Research core-parking. Can be a big problem on i7's. Turn it off. bitsum.com/about_cpu_core_parking.php

    Go to windows power settings. Turn off all power management settings or set them to max performance.

    Open task manager while eso is running. Go the eso.exe process. Right-click on the process. Set priorty to high. Right-click again. Click Set affinity, Make sure all cores are enable.

    Edit: Download Speccy piriform.com/speccy . You can see the core-parking going on in the CPU tab.

    While eso is running, task manager will show the load on each core.

    I dunno. It may not be the sole case, but pop-up can be severely impacted by drive performance. At the very least make sure to defrag. At best, an ssd, even a cheap, small one just for the game would probably make a huge difference in this and loading times too.

    SSD will make a performance difference. Defrag will help. Here's a complete list

    ---Ingame settings---
    Lowering shadows and reflexions gives the biggest fps boost.
    Try Low/Normal.
    Some people reported good results with particles on Normal.
    View distance on 50-60 is good enough.
    Try out the other settings, however they either have no effects on fps or major downgrade of graphics.
    You can use /fps to check out your FPS.

    ---UserSettings.txt tweaks---
    Simply change the numbers here. MAKE SURE TO BACKUP THE FILE.
    SET CachedReflectionResolution "3"
    SET CachedShadowFiltering "3"
    SET HIGH_RESOLUTION_SHADOWS "0"
    SET GPUSmoothingFrames "0"
    SET MIP_LOAD_SKIP_LEVELS "0"
    SET SOFT_ALPHA "0"

    (this tweak needs to be tested what works best for you, people are reporting different results. Use only one.)
    SET GraphicsDriver.7 "D3D9" -or- "D3D11" -or- "OPENGL"

    SET RequestedNumThreads "0"

    ---Disabling additional audio drivers---
    Open your device manager.
    Open Sound, Video, and Game Controllers.
    Make sure to deactivate any audio devices beside your main device (usually the name of your soundcard).
    Reboot.

    ---Give eso.exe admin privileges---
    Browse to your TESO installation folder.
    Create a shortcut for eso.exe.
    Right click -> porpeties ->advanced and give it admin privileges.
    Play the game by using this shortcut.
    For future patches you of course need to launch the launcher.
    optional: If you start the game by the launcher, make sure to close the launcher once you clicked on Play.

    ---Set eso.exe to high priority---
    Once you opened the game, open the task manager.
    Go to processes, right click on eso.exe ->priority ->high.
    -You need to reapply this setting everytime you start TESO-

    ---For people with 4GB RAM or less---
    Close all programms when you start eso.exe.
    This makes sure TESO can use the maximum amount of available RAM.
    Especially usefull when playing with high textures and long distance in open fields.

    ---For AMD CPU users---
    Try disabling Cool & Quiet in the BIOS.
    Some people reported a good performance boost.

    ---For NVIDIA users---
    Open NVIDIA control panel
    3D Settings
    Add a "Select A Program To Customize"
    Find and select eso.exe
    Select your GPU (usually called "High Performance NVIDIA processor")

    ---Video card driver---
    Make sure you have the newest driver for your video card.
    Works wonders oftentimes.

    ---Set Power options to High/Balanced---
    Open windows control panel ->Power options
    Change to High/Balanced.
    The power saving option would lock any 3D FPS to 30.

    ---Disabling CPU parking---
    Download Parkcontrol http://bitsum.com/about_cpu_core_parking.php
    Open the programm
    Select your current power option
    Set coreparking to "Disable"
    Apply.

    Yeah. I feel really stupid now.

    Turns out my PC has a toggle button that toggels through some pre-set Power Modes. For the longest times it has been set to "Quiet Office" mode, instead of the default "High Performance" mode.

    Thanks everyone for the good advice. Hope someone learns from my stupidity.
