I do like how they nerfed the ultimate not stacking anymore and having a higher cost now as well as the speed nerf on the mist form. However saying that I think moving the stage 4 vampire cost reduction from 75% to 21% is entirely too much.
I think the ultimate is exactly where it should be now not overly strong and not very weak. Mist form though is completely broke now, the speed reduction was a very nice touch because it was entirely too much of a movement speed increase but now even at stage 4 it costs almost 600 magika, this makes it completely useless in combat.

it makes it useless period...why would I use a 600 magicka spell just for fun? I have a horse to move faster if I am out of combat...sooooo why would i use a spell for that? Waste of a skill if you ask me.0
