Why are some posts marked "answered"

Just wondering on what I'm missing--is there a way to designate a post as a "question"? Is there a way to award a response as "answered"?

    It gets marked Answered if a Mod reads it and notices that the question raised is answered.

    Because you can ask a question, rather than opening a discussion :).

    Next to discussion, you have a drop down menu/arrow, although, it is only visible in certain forums I think.
