Provisioning bug?? Or working as intended

Hello, just recently hit VR2 and was finding that I wasn't finding the higher end mats I needed to make some food in provisioning. I started tracking what I was looting from barrels, baskets, bags, sacks, you name it, and I was getting low level daggerfall covenant mats. So the mats looted seemed to be level specific to the zone as if I was running a new character in that faction vs 50+ levels.

Is this working as intended? I would think we'd be looting the higher level mats such as we get for plants, wood, and ore.

Anyone have any insight or answers here?

    I think its a bug, I heard rumor of vet mats once you reach vet5.

    It's a bug, it's known, the fix is in the patch notes for v1.1

    Thanks for the input. However, went back and re-read the patch notes for 1.1 and this issue isn't addressed in there that I saw. Only thing that came close was a statement that containers would drop provisioning mats regardless of level.

    That doesn't seem related to my question at all.

    Well hopefully they will fix it.
