Provisioning ranking problem

hello every one, my char is lvl 21 atm, and my provisioning is lvl 14, but i can t lvl it anymore because when im going to "craft" it i can t because requiers provisioning rank 20. so how can i pass this, any tips any one else is having the same problem?
