Bookshelves no longer giving skill points?

There is no maximum amount of levels you can get from books. Period.

If there is a maximum number of books, which you said there was, then there is a maximum level. Period. The fact you may not gain a level after vr1 is irrelevant, it just lowers the max you can get.

No, there isn't. Because depending on when you read those books, you may be able to get more or fewer levels out of it. More importantly, the number of books in the world is subject to change. Which is different than having a flat cap on experience gain from books, which is what you said in the first place. I'm clear on what you mean now, but this is why word choice is important.

Never said a flat cap of exp, I said I thought the max levels you could get per skill from books was 4-5. Sure, the books numbers change the rules change.

I have never heard of more than 1 level though, sounds buggish honestly.

im going to have to agree with @Salsadoom after reading both your posts. though as i mentioned i ended up getting xp from books though i noticed its not as often any more

I read every single bookshelf I see. You have learned mostly all of them probably...I have also gone through many bookshelves and not a single skill point but don't give up because just recently on my Vet2 I got a free skillpoint in alchemy...

So maybe there are still some to learn and you might have missed them or they just get really rare but yeah, I went so long without a skill bookshelf and was pretty surprised when I see one again in a vet2 zone.

Only level 12. Not getting any skill ups at Mage's guild last 3 times I'm there. Just finished a quest in a dungeon for the first time; about 12 book shelves in there; nothing. Hmmm ... I'm starting to wonder.
