Don't fight every monster, don't wear rings of marta, but mostly don't worry too much if you do every quest in every zone you will always be over leveled no matter what you do they were set up in a way to give you enough xp to move on sometimes as little as half the quests cause 75% of players just want to see something new.

complete lowest levelled quests first, make sure you do public dungeon before you overlevel as you can't use auto grouping tools to get in and will have to manually create a party.
Guild Master of Lost Prophecies, small group of friends playing in Ebonheart Pact, recruitment only accessible through playing with us and making a good impression.

Don't play stupid builds. For leveling AoE builds are the best. AKA DK Fire mage
Or Sorcerers unlimited Magicka Ring of elements build.

A little bit more information would be helpful; for example, are you dieing frequently and feeling like this is a result of getting ahead of yourself? If so this thread might help:

Otherwise I would recommend exploring; all facets of the game. Explore territory, but don't stray too far from where your current quests are as you will run into high level characters. Craft custom gear so that you have the best of bread; including improvements and Enchantments. If you are not a member of the Mages Guild or Fighters Guild I would join those. And lastly, enjoy the small side quests.
    Baskin Robbins always finds out.

Explore more. Uncover every point of interest (each one gives xp by itself, many have quests relating to them) and look for treasure chests (unlocking them gives xp).

Exploring and finding locations on map such as towns or Wayshrines will give you experience; however you must tread carefully because as you explore you will encounter higher level characters. One nice thing about exploring though is that you will come across Sky shards; you can also find these in caves/mines.
