[BUG] Breaking the Coven - Tovisa Missing

I just killed the hagraven boss and get the step to talk with Tovisa again, but she is missing (though the quest marker shows she's nearby). The door to the Rift doesn't open, and I'm unable to complete this quest. Has anyone else run into this issue?
