One of the Undaunted - Spindle Clutch possible bug

My Character is level 16 on the Glennumbra map. Currently trying to do the 'One of the Undaunted' quest which is level 12; this requires me to enter Spindle Clutch. I try and go inside and receive a message telling me my veteran rank is not high enough. hence i cannot get inside.
