So, the patch notes for 1.0.6 say this:

As I clearly reported it's Commander Karinith that isn't appearing for me which means I can't get the initial three quests for the damned zone, my problem isn't to do with Razum-Dar!
Why is the Karinith problem not being fixed?

ClattucSoul ShrivenHeaven knows when they'll fix this, I see complaints about it all the way back to beta, but in the meanwhile... I found that leaving the Eagle Strand area and riding on up the coast toward Shattered Shoals caused a fail-reset that let me return and continue the quest. Other techniques like logging out had no effect, but leaving the zone worked for me. YMMV of course0
