I don't have this quest but I keep randomly running into Dominion soldiers that are just standing around with quest markers over them. Can't do anything to them.

    Yesterday it has eemed to me the whole nothern Auridion was buggy, not only this quest but all three Cities you can travel to including the quests you can do there.

    I would recommend getting the quest and finishing it. That fixed it the one time it happened to me (out of 7 characters.)
