Every Container in every Room has been looted or is empty

This is not an exaggeration, it's been this way since I turned Vet 1, I'm now vet 7, that's 7 areas and lots, and lots of rooms with containers. Can't loot anything in houses, or castles or anything. Logging in and out doesn't work. All containers seem permanently looted.
