So staff basic attacks are based off stamina??

Just to make sure as I tend to use a resto staff sans abilities (with the passives). I have been wondering why my staff damage has not been scaling with my gear.

This seems absurd as it forces magika based characters to gear for stamina as well, whereas stamina based characters do not need to gear for magika.

Everyone has to gear for magicka.

Actually , they kind of do.

Since all class skills are based on magicka.

Maybe it changes at higher levels, my stealthy bow guy has 1 class ability on his bar and I only use it on bosses usually

I get by just fine with 9 points in magicka and zero magicka from gear at Vet 1. As I said in another thread, I somehow doubt that dropping those 9 points would crush my character.

I use the restoration staff as the weapon of choice on my sorcerer, but not for it's damage which is kind of low due to how my stats are spent. I use it because finishing a heavy attack restores 10% of my max magicka and (thanks to the passives in the skill tree) heals an nearby ally. Oh, and I guess the healing and protection skills are nice too.

Almost all of the damage I inflict comes from my spells but I a slowly putting more stat points in stamina to increase not just my damage but how often I can block, dodge, and interrupt (bash).

Yes, all weapon basic attacks are based off stamina. It is no more absurd than melee based class skills using magicka. You don't need to spec into stamina just to do the basic attacks. Plus, resto staff is not supposed to be a big damage power house. You use it for the restoration ability, not the damage output.
