Game freezes up for a few seconds...then resumes normally

I started to get this exactly problem after the big update in February.

Obviously I tried with no addons, tried with a lot of drivers in the last months and even repair, but never found a way to fix it.

I end up playing less and less because of it, but now my ESO plus finished, I'm still willing to play ESO, but I'd really love to fix this problem before.

I've been searching everywhere, mostly I find old discussions but no one says how it was fixed.

Any ideas?

In my case the framerate is ok, it's 60fps, but about every 30 seconds to 1 minute if freezes for 2 or 3 seconds. it's very annoying. it all started in february.
